Masaya Onosaka
Born on October 13, 1964 (in Osaka no less -- hence the Osaka-ben), Masaya Onosaka is an active seiyu with a long and impressive history of roles. He's most known for voicing flamboyant, comical characters, but his skill range extends to serious characters as well. Out of these, some of his roles include Vash the Stampede (Trigun), Jadeite (Sailor Moon), the true form of Cerberus (Card Captor Sakura), Don Patch (Bobobobo Bobobo), Shinji Hirako (Bleach), Takeshi Momoshiro (Prince of Tennis), France (Axis Powers Hetalia), Zelos Wilder (Tales of Symphonia), and a whole slew of minor characters (Masaki included).
He is currently employed by Aoni Production.

Maddie Blaustein
Maddie Blaustein was born in Long Island, New York, on October 9, 1960. She had been known for her grittier voice and New Yorker accent and had been, at the start of her career working with the Pokémon anime, typically called in for villains and teenagers. (Her comments on this can be heard in the commentary accompanying Pokémon 4Ever.) As a male-to-female transgender, despite being a woman, she was able to lend her talents to deeper-voiced characters, including Lt. Surge and Yu-Gi-Oh's Solomon Muto. However, within the Pokémon franchise, she was best known for her role as Meowth, starting at the end of the first season and extending all the way until the eighth (when the anime changed hands from 4Kids to Pokémon USA). She was also known for a number of other roles, including Chatot (Pokémon Mystery Dungeon special), Jillas (Slayers), Dr. K (Cubix), Wally Tusket (Ultimate Muscle), and an abundance of side roles.
More than that, Maddie Blaustein was known as an active participant in fandom. She was a member of a number of Pokémon fan forums and had spent a considerable amount of time interacting with her fans. In addition to voicework for 4Kids, she has worked as a comic book artist for DC, an editor for Marvel, and even a creative director for The Weekly World News, among other roles on an impressive and diverse resume.
Unfortunately, she had passed away on December 11, 2008, from an unspecified illness.

While Keeper's chief researcher has found names for Bill's voice actors in other languages (via Bulbapedia), we have very little information on any of them! If you'd like to offer entries for any of them, feel free to drop us a line.
